WUDC Round 7 motion

The motion for round 7 of the 2010 World Debating Championships:

This house would grant those diagnosed with terminal illnesses the right to access treatments that have not completed clinical testing.

    I assume they mean "proactively", because what is there to stop someone from volunteering to try a drug?

    This was a motion at Queen's University's Chancellor Cup. Look for the Canadian teams to do well.
